In view of this it was assumed that Mr.

A. J. K. Moss, the officer appointed (see Your Lordship's despatch No.198 of 19th July, 1930) was competent to

sign Certificates of Airworthiness.

At the time of the arrival of Mr. Moss an

arrangement, as sanctioned by Your Lordship's telegram No.6 dated 11th April, 1930, was in force whereby Squadron-Leader Freeman, Royal Air Force, of the Kai Tak

Aerodrome was authorised to sign these Certificates.

when, however, his departure from the Colony was

approaching a particular enquiry into Mr. Moss's qualifications to sign these Certificates revealed that

some doubt existed.

4. I accordingly despatched my telegram No.164 of 3rd December, 1930, and Your Lordship's reply No.5 of 7th January, 1931, would appear to indicate that Mr. Moss

has not this special qualification which was definitely one

of those laid down in the despatch in which I requested

the appointment of a Superintendent.

In my telegram No.37 of 12th February, 1931,

I have made a proposal which may, should the answer be in

the affirmative, enable these Certificates to be granted

as requisite during the presence of H.M.S. "Hermes" at Hong Kong. This proposal is however no more than a temporary expedient since that vessel is not permanently stationed here. I shall be glad therefore if the Air

Council may be asked what were their reasons for recommend- ing Mr. Moss as a fit and proper candidate for such an appointment and whether they can make any remedial suggestion.
